No. As far as I know, all of his individual records have been surpassed, some by a considerable margin. Even prime Michael Phelps has now been outdone by the current top swimmers in the world. His only chance might be in a team relay, but even that seems unlikely.

Nope, he wont win. Don’t get me wrong I’m a Phelps fan and he is one of the best swimmers in the 21st century.
But you need to consider the fact that Michael Phelps competed during the “supersuit era”- swimsuits that World Aquatics has since banned
