I’m 28 years old and usually wear size 29 in shorts and jeans. I bought these in size 30 because of good reviews, but they’re a bit too tight. I’m not sure if they’ll loosen up with wear, or if I should have gone up two sizes instead.

Looks about right to me. I typically wear between a 30-32 in pants and wear a 32 in jammer and it fits me the same way.
You want them tight.
Mine seem a bit tight like that when dry. They loosen up/stretch when wet.
I’ve noticed that about their square-cut suits. They’re way too tight. I don’t have massive thighs either.
Practice suits should be a bit looser, competition suits should be tight.

I was always partial to drag suits for day-to-day practice/swimming. Speedos like OP’s but with a loose mesh outer layer.

Big swimmer here. Yes, one or two sizes too small. You want compression not to cut off blood circulation.
I would size up. The general rule I use as just a lap swimmer is that if it leaves a ring on my thighs that lasts more than an hour after I get out of the pool, it’s too tight.
I’d size up. The newer endurance material doesn’t have much stretch.

I agree, mine are looser than this and I still do not even need to tie the waistband.
